Bill Richmond founded Three Tenths Policy after 25 years with the U.S. Department of Agriculture, where he led controversial work at the intersection of legislation, regulation and new agricultural markets.
Bill was the inaugural Chief of the USDA Hemp Program following passage of the 2018 Farm Bill. His teams drafted and implemented the Interim and Final rules formally regulating hemp in the U.S. and were responsible for outreach and education, all State and Tribal hemp programs, compliance, grower licensing, and cannabinoid testing. He also led legislative and regulatory affairs for the Agricultural Marketing Service, served as the Chief of Staff, and managed Country of Origin labeling, Bioengineered Food labeling, along with Federal marketing order programs.
